Amazon Web Services has launched Semarak AI Malaysia, a national programme that will put its Amazon Quick workplace assistant in the hands of up to 445,000 government officers. Unveiled on 4 November at AWS Cloud and AI Day in Kuala Lumpur, the programme also brings a Kiro-powered developer hub to government engineers, free AI tools to thousands of small businesses, and a nationwide skills push for students. It builds on AWS’s MYR29.2 billion investment commitment to Malaysia.

A programme in three parts

The public-sector pillar, AI Negara, is the centrepiece. GovTech Malaysia is launching GovHub, a developer portal powered by AWS’s Kiro engineering agent, through the National Digital Department’s AI-as-a-Service platform. The first pilot starts with 500 developers in 2026, with a goal of reaching 4,000 by 2028.

Alongside GovHub, AWS is investing to give up to 445,000 officers access to Amazon Quick, its AI assistant for work, through the same platform. Officers are expected to use it for higher-order work such as analysing procurement data, synthesising policy research across agencies and spotting patterns in large datasets.

The business pillar, AI Ekonomi, targets the small firms that make up most of Malaysia’s businesses. AWS is working with GD XCHANGE, the solutions arm of logistics provider GDEX, and distributor VSTECS to onboard 10,000 small and medium-sized enterprises by 2028. Eligible firms receive six months of complimentary access to Quick and Kiro after an AI readiness assessment.

The community pillar, AI Rakyat, focuses on skills. More than 3,000 polytechnic students and lecturers set a national record in the POLYCC Agentic AI League 2026, the country’s largest agentic AI competition, using Kiro as the primary coding tool. AWS has also adopted its first Malaysian school under the government’s Sekolah Angkat MADANI programme.

Our Read

This is a deployment story, not a model launch. AWS is not announcing a new capability; it is testing whether agentic AI can be rolled out across an entire civil service, a developer corps and thousands of small firms at once. The 445,000-officer figure is the headline, but the real test is usage after the novelty fades.

The programme also fits a pattern: AWS is pairing big infrastructure cheques with national adoption deals. It has committed more than €16 billion to Germany in 2027, with €4.8 billion for AWS and AI infrastructure, and signed a deal worth more than $2 billion with Verizon. Malaysia is the same playbook at smaller scale, with the government as anchor customer.

There are gaps worth noting. AWS has not disclosed what Semarak itself costs, or a rollout timeline for reaching all 445,000 officers, and the 10,000-SME and 4,000-developer targets are goals for 2028, not results. One retail firm is already using the tools for price tracking, but a single example is not proof the programme works at scale.

Why It Matters

If it works, Semarak becomes a template AWS can sell to other governments: a civil service on its tools, a developer pipeline trained on Kiro, and thousands of small firms in its ecosystem. If it stalls, it joins a list of national AI programmes whose targets were never audited. The numbers to watch are adoption and retention, not launch-day headlines.

Background

AWS opened its Asia Pacific (Kuala Lumpur) region in 2024, and Malaysian software firms building on AWS grew their cloud and AI workloads by about 30% on average between 2024 and 2025. The cloud business is also spending at a historic pace: AWS grew 39% last quarter even as Amazon’s wider AI bill pushed free cash flow deeply negative.
