Oracle announced a major new collaboration with OpenAI on Tuesday, October 27, 2026, at Oracle AI World in Las Vegas, bringing OpenAI models, ChatGPT and Codex together with Oracle’s applications, data and cloud infrastructure in an expanded suite of enterprise products. The suite includes Oracle AI Workspace, which puts Oracle business systems inside ChatGPT, an AI security testing service, a no-code application builder, and a small-business bundle with $12,000 in Oracle cloud credits each year. It is a software counterpart to Oracle’s chip announcements at the same event, and it aims to put frontier AI directly into the systems companies already use to run their businesses.
Run Your Business Through ChatGPT
The centrepiece is Oracle AI Workspace, a single experience that brings OpenAI frontier models together with Oracle applications, enterprise data and cloud services. Through plugins in ChatGPT, employees can access information, complete approved business workflows and take action alongside Oracle systems, including Oracle Fusion Applications, Oracle NetSuite, Oracle AI Database, Oracle Cloud Infrastructure and other enterprise tools.
Oracle and OpenAI say the goal is to set the standard for the agent-ready enterprise. People can describe business goals in ChatGPT, and the plugins bring together the right Oracle tools and information to help them accomplish those goals, while keeping the governance, approvals and controls that enterprise operations require. That combination is the hardest part of the pitch: companies want AI that can act, but not without permission.
Security Testing With Frontier Models
Oracle AI Security Mesh is a managed service that uses OpenAI cyber models to help customers find and fix vulnerabilities in their applications and infrastructure across Oracle Cloud Infrastructure, other clouds and on-premises environments, before attackers can exploit them. It combines OpenAI frontier cyber models with Oracle’s testing tools, independent validation, testing infrastructure and operational safeguards managed by Oracle, so customers do not need to build and operate their own agentic defensive and offensive systems.
Customers define where testing is authorised and control its scope, while Oracle manages safeguards to reduce the risk of outages or business disruption during testing. Other vendors are racing to give AI agents verified identities and controls, and Security Mesh is Oracle’s answer to the same question: how do you let an AI agent loose on your systems without losing control of it?

Build Apps Without Writing Code
Oracle App Composer helps employees turn ideas into enterprise applications without requiring coding expertise to build or maintain them. Users build applications with Codex, while Oracle manages deployment and operations on Oracle Cloud Infrastructure. The tool connects applications to approved Oracle data and workflows and provides access to cloud services including Oracle Kubernetes Engine and Oracle Autonomous AI Database, with enterprise identity, permissions, networking, audit and application lifecycle controls.
App Composer also supports APEXlang, a new Oracle technology designed to give customers the speed of generative development without producing opaque application code that is difficult to maintain. That answers a common complaint: AI-generated software that works on day one can become a maintenance problem later. Tools built specifically for AI agents are trying to solve the same problem from the developer side, by giving agents a proper forge to work in rather than a patchwork of scripts.
A Bundle For Small Businesses
The Oracle AI SMB Bundle is a new free-to-start packaged offering that provides $12,000 in Oracle cloud credits each year. It brings together ChatGPT Business for daily work, Oracle AI Workspace for accessing business applications and data through ChatGPT, Codex and Oracle App Composer for building apps, and Oracle Cloud Infrastructure for deploying them, plus NetSuite QuickStart for managing core operations including invoicing and cash flow. Terms, conditions and restrictions apply.
Oracle chief executive Clay Magouyrk said the suite unites OpenAI’s transformative capabilities with the applications, data and cloud infrastructure that businesses rely on to run their most critical operations. OpenAI president Greg Brockman said more businesses are choosing OpenAI as it becomes easier to put AI to work through the tools and systems they already use. Both quotes underline the shared strategy: win the enterprise not by replacing its systems, but by becoming the interface to them.
Why It Matters
The collaboration matters because it changes who controls the enterprise AI interface. If employees start running their business through ChatGPT, with Oracle systems behind it, then the chat window becomes the front door to the company, and Oracle and OpenAI share that door. For Oracle, that is a way to keep its applications central as AI agents take over more work. For OpenAI, it is a route into the large, sticky enterprise market without having to rebuild the systems of record itself. The risk is governance: an agent that can act across finance, supply chain and customer systems is powerful, and the controls Oracle promises will be tested by the first serious mistake.
Background
Oracle’s announcement should be read alongside, but not confused with, its chip expansion at the same event, which opened Oracle Cloud to rival chips led by Google TPUs. The chip deal is about hardware choice in the cloud; this suite is about software, workflows and the everyday interface employees use. Oracle also cautions that the products described outline its general product direction, and that development, release, timing and pricing may change, so the suite should be judged as a roadmap as well as a launch.
