Google has rewritten its privacy policy so that emails, files and photos can inform ad personalization for users who link Gmail, Drive or Google Photos to Search or Gemini Apps, ending a five-year categorical pledge with an effective date of 16 October 2026, according to The Verge’s 23 October report. Since 1 July 2021 the policy had promised, “We don’t show you personalized ads based on your content from Drive, Gmail, or Photos” — a pledge PPC Land found intact across 54 archived versions; the new text adds the condition “…unless you choose to make data from these services available to other Google services that support personalized ads.” Google ties the change to Personal Intelligence, its opt-in feature letting AI Mode draw on a user’s own data, and stresses advertisers never get inbox or library access.

The policy language that changed
The new policy says: “You may choose to allow certain Google services, including services like Search or Gemini Apps, to access data from other Google services you use, such as Google Photos and Workspace apps like Gmail and Drive, in order to provide you with a more personalized experience.” It then adds: “For example, Search may process some of the data that you allow Search to access to personalize content, including ads.”
A new explanatory note ties “personalize content” to Personal Intelligence. Its example: if you ask Search about a recent hotel booking, Search may use booking details from an email to suggest things near the hotel. Google’s Search help page clarifies that ads “will not be based directly on your Gmail inbox or your Google Photos library” — instead Search works from “summaries, excerpts, generated media, and inferences from your relevant media, emails, and files” — and states, “That same info may be used to show you ads, so they are even more helpful for you.” Advertisers receive no access to inboxes or photo libraries, and sensitive categories such as race, religion, sexual orientation and health remain excluded.
How the opt-in works
Connecting content apps is available to users aged 18 and over on personal Google Accounts. The connectable apps are Google Workspace (currently Gmail and Google Calendar) and Google Photos, though Photos connectivity is not available in all regions. One opt-in covers the Search services: Google Search (including AI Mode and Discover), Maps (including Ask Maps) and Shopping.
The fine print matters: disconnecting or deleting app data does not delete what Search services already hold, and that retained data can still be used for product improvement, including training AI models. The timing is also notable — around 16 October Google confirmed it had started testing ads in AI Mode for users who connect apps through Personal Intelligence, after saying in March 2026 that AI Mode with Personal Intelligence carried no ads.
Why It Matters
Google’s 2021-era promise not to show personalized ads based on content from Drive, Gmail or Photos was one of the clearest privacy lines the company had drawn since the Gmail-ad-scanning controversy. That line is now conditional. Advertisers gain no new controls — they still cannot reach inboxes or photo libraries — but Google’s own ad selection gains a signal no keyword auction could capture: inferences drawn from a user’s most private content. The mechanism is opt-in, but the policy change shows how Personal Intelligence is becoming a bridge between AI personalization and the ad business, as seen in Google’s ads test in AI Mode for Personal Intelligence users. For rivals, the context is an advertising arms race around AI assistants — compare ChatGPT’s advertiser updates — and Google’s push to automate ad targeting, as with Google Ads AI Max auto-enabled in Ad Grants accounts.
Background
Google’s ad business has been built on user interests and activity for years, and the 2021 pledge dated back to the post-Gmail-ad-scanning era when the company sought to reassure users about private content. Personal Intelligence launched in beta on 14 January 2026 for AI Pro and AI Ultra subscribers in the US and expanded to nearly 200 countries at Google I/O on 19 May 2026. Google announced Shopping ads in AI Mode on 11 February 2026, when AI Mode had more than 75 million daily active users, and the October policy rewrite now extends that monetization logic to data drawn from users’ own emails, files and photos.
